I have the honour to acknowledge the receipt of your Savingram Staff No.14 of 30th Lay, 1946, enclosing copies of correspondence with Mr. L... Calthrop, Senior Superintendent of Folice, and Mr. H.J. Cruttwell, Cadet Officer, on the subject of compensation to married men whose families complied with the evacuation order in 1940.

I have much sympathy for the point of view put forward by Lessrs. Calthrop and Cruttwell in their letter, and while it is, I feel, impossible at this date to investi- yate the rights and wrongs of all cases where families remained in or returned to Hong Kong after the evacuation order or to attempt to assess in individual cases the actual extra expense involved, there is, I think, a case for giving some assistance to those who, through compliance with the evacuation order, had to maintain two establishments between the evacuation and interment and who on release from inter- ment received their accrued pay less the money paid to their families during the period of interment.

The best method of making such a concession

to these officers appears to be by allowing them to draw their accrued pay without the deduction of 10 which has been generally applied. I recommend accordingl; that where any person who has received payment from overmont
